There are all 10 numbers in a pile under the heading "MAKE THE HIGHEST NUMBER". They appear in a different order each time. Take the TOP two and place them under two of the headings either HUNDREDS, TENS or UNITS. Look at the next number on the pile. Decide which is the highest number you can make with the three numbers. Move the first two numbers if you need to and then drop the third number into the remaining space. *Take care, once the third number is in place the activity becomes FROZEN.
