There are all 10 numbers in a pile under the heading "MAKE THE HIGHEST NUMBER". They appear in a different order each time. Take the TOP three and place them under three of the headings either THOUSANDS, HUNDREDS, TENS or UNITS. Look at the next number on the pile. Decide which is the highest number you can make with the four numbers. Move the first three numbers if you need to and then drop the fourth number into the remaining space. *Take care, once the fourth number is in place the activity becomes FROZEN.
