There are all 10 numbers in a pile under the heading "MAKE THE HIGHEST NUMBER".
They appear in a different order each time.
Take the TOP one and place it under one of the headings either TENS or UNITS.
Look at the next number on the pile.
Decide which is the highest number you can make with the two numbers.
Move the first number if you need to and then drop the second number into the remaining space.
*Take care, once the second number is in place the activity becomes FROZEN.
