There are all 10 numbers in a pile under the heading "MAKE THE HIGHEST NUMBER".
They appear in a different order each time.
Take the TOP four and place them under four of the headings either THOUSANDS [10s],THOUSANDS, HUNDREDS, TENS or UNITS.
Look at the next number on the pile.
Decide which is the highest number you can make with the five numbers.
Move the first four numbers if you need to and then drop the fifth number into the remaining space.
*Take care, once the fifth number is in place the activity becomes FROZEN.
